O’Dwyer Technical Services is on a mission to assist clients in managing the risk involved with working on and around electrical systems.

Our expert team provides electrical safety and technical training, helps to ensure the reliability of critical systems, and consults with organizations about safety protocols and regulatory guidelines. We are dedicated to the safety of both qualified and unqualified electrical workers, whether functioning in a conventional or nuclear power environment.  

Bringing over 50 years in the electrical power industry to the table, we are in a unique position to share our knowledge of applicable standards related to safety and governmental compliance. Our goal is to see our clients meet or exceed all required compliance standards.

Joseph O'Dwyer

Joseph O'Dwyer

With over 30 years of experience in both electrical and mechanical systems, Joseph leads our team with expertise and skill. He has extensive expertise in  Power Production and Mechanical Interfacing.

Joseph served 8 years in the United States Air Force; and is a graduate of the College of the Air Force with a degree in Electrical Power Systems.

His early career included working for Johnson Controls as a Controls System Representative. He then became a Senior Instructor for Emerson Network Power, eventually forming O’Dwyer Technical Services.

Joseph has formal policy development experience and extensive background in classroom instruction in both electrical safety as well as technical course studies. Joseph's areas of specialty include Low and Medium Voltage systems, specializing in Geothermal Power Generation; as well as building automation in manufacturing, data centers and radio and broadcast companies.

Kevin Kelly

Kevin Kelly has over 18 years’ experience in low and medium voltage power applications.

A graduate of the US Naval Nuclear Propulsion Academy, Kevin managed a nuclear power generation platform for 11 years; and also served as a Naval Nuclear Power instructor, teaching students the policies and procedures for the operation of a nuclear power plant.

Kevin oversaw the maintenance, repair, and operations of marine power plants for 5 years before joining Emerson Network Power in 2005.  At Emerson, Kevin worked both as an instructor and a consultant specializing in low and medium voltage work centers; while maintaining the electrical safety program for multiple clients, providing analysis, updates, and training.

Kevin is licensed as a Journeyman Industrial Electrician.

Jason Fong

Risk Management Analyst

Jason Fong's focus at OTS is identifying the financial risks which large data centers may be vulnerable to - such as non-compliance with existing policies regarding training standards and governmental requirements. In addition, Jason provides clear insight and a cost effective path to resolving these concerns and implementing strategic procedures to protect the organization.

Jason holds a Bachelors of Science in Business Administration in Finance and Risk Management and Insurance from the California State University of Sacramento;  and is a standing member of the Management Information Systems Association (MISA).
